Best in weapon if you want the extra magic attack. If placed in heal branch(idk if that's the one with the -1 sec delay) then it cancels out. Other than that solve rod would be your best bet. Or if you use other gear to substitute the gained skill delay then it's good in any rod.
I'd pick solve though.

Yes that magatk most important to me my fave is resty rod at the moment for its 10 second + atk. Sometimes the tank can't keep hate maybe casting bigger but slower magic is more useful right now ? I have a heal stick from production has good stats but it weak atk Solve rod ? Mine is low atk , the fast cool own ? Hmm I never use this staff too low atk for the -skill delay time Thanks for input, I'll try big but slow magic, I just made Kerry staff 183 atk +5% def . hopefully casting bigger but slower will decrease hate, I just realize too fast casting is making it hard work for the tanks, and myself ? I'll try make up delay in add gear if it doesn't work

Posting what class you are would help. Wizard/Bishop Level, build? More info you provide, the better answers you'll get. What L90 Wiz and a L250 Neme Bish needs are very different things...

Yes, it did If you're a DD/tanking bishop (grinds, not sure how well one would work against bosses even at that level), I would still recommend Gerust on Resty Rod. It Will be a little slower than some combo (quite a bit actually) but you'll have higher MATK too, and Resty's SB will just make it that much higher when it procs (and it does, quite a lot!) For a healing build, Gerust would still work but you'll probably want a different rod like the Heal Staff previously mentioned.
