In terms of defending against magic dmg (and maybe resisting against some melee dmg too), which armor would be better suited for the job? Licht reup or Deceiver up?

The Magic Res from Licht is way better than the MDEF from deceiver.. but BOO is better than both
Edit: I just saw that deceiver has a hidden melee and magic res up by vit and int... I don't know if that is verified or not but even then, unless you are an INT build you won't get any magic res from it and you need to have 400 INT to get +8% magic res

Bellow of order? It has the highest magic res+% of all armors. Well, struggler has higher magic res+% but it's not really for paladin.

So is it safe to assume that even 4% melee and magic r makes a huge difference?

So is it safe to assume that even 4% melee and magic r makes a huge difference? Yes it is. And btw bellow will have an upgrade giving melee&magic res +13% (not a big difference from the no up which gives 12% but anyway...)
