no... there is no way to bring a character from ios to android. Android is attached to your gmail account ios is attached to the cloud. Pretty sure any character data saved would probably be a different file type.

Since you asked about without an ios device, it's impossibe, and it wouldn't work with an ipad either. The only option is to borrow an iphone and restore it from one of your backups unfortunately. Sorry.
