Farfy's does increase with matk but it is not dependent on it. Basically, your Atk, matk, and lv all play apart in your pet's stats but it's all added together to make one base stat. So it doesn't matter if you have more atk or matk, because your pets only use a percentage of your atk+matk.
Yes you can set your pet to only heal by editing the ai in the character menu under summon.

You can play with pet ai but it's not as complex. Summons have sort of a gambit system like ffxii that is 6 lines long. And you tell it to target near/far enemies and which of their skills to use and you can make them target you or another summon to heal under various conditions. You can even have the summon come to you when there hp gets low so you can heal them. Pets can only have their behavior changed between aggressive(attacks More) , relaxed(Heals only) , and protect(damage reduction) with minimal support options like heal when hp is less then xx%.
