Well anyway, the best rod I think that possess a nice cast time - and matk + stat is sauro stick lv4, its xtrade so you will end up either farming sauro for sauro chest 3 or buy those sauro chest 3 (usually 15-20m) and hope to get a slotted of it |

spellbook3 have -%25 cast, drop at nidea coast and up its easy and cheap

Currently Caduceus II and Leek Rod Up offer Cast time -30%. General wand II offers Cast time -22%.
Nuit Xtal on staff offers Cast Time -30%
Bunny Ear Hat Upgrade offers Cast time -15%
Emido Armor Upgrade offers Cast time -20% (not released yet - but should be out anytime)
Mage Ring (Special) offer Cast time -16%
Total possible (Weapon(nuit) = 60%, armor 20%, additional 20%, special 16%) = 96%. High DEX should do the trick for near 100% or instant cast.
That should set you up nicely only from a cast time reduction set.
