I consider having a set of gear fully equipped. 1 weapon, Body, Additional, Accessory, and Special. That's all you need to be fully equipped. It's like saying a Gladiator with just Red Tengu for a weapon isn't fully equipped because they haven't hunted down every single elemental sword.

Paladin isn't the most cheap , it can be the lowest budget , but it can be the highest cause full pally need to bring 3 set @ a time ... full budget around 13b-14b i think

Can't be answered due to prices fluctuating and the fact some players use spina to buy pots while others farm their own (with or without an alt).

Without including 2s weapons and extremely over priced slot specs its probably up between hwiz, doc spam ninja, claw monk and auto samu Hwiz due to expensive stuff like fellas sage hat up struggler up tarna and medona Doc spam cause ultimi 3 sauro II and quickcools Claw monk cause 3x rosas + ceduro x.x Samu 3x rosas + muramasa
Not saying other classes are cheaper and that it's a giant gap between all classes though, but some classes do function well with inexpensive gear

Every class can be expensive no matter what. It all depends on how someone wants their character class geared.
If you don't have spina then of course you'll go for the low budget items. (Until you can afford expensive items.) If you have spina then of course you'll go for the expensive items. If you don't have spina but like to have expensive items, then of course you'll work/ farm for it.
Sometimes gear doesn't really matter. Sometimes it does. Some cheap items can be just as effective as the expensive items that's why some people might prefer to have cheap items. Some people like to have multiple sets for different things and others might like to only have 1 set for everything.
Honestly, you can't put a price on a class. Its all based on one's own preference.

I still think it's the Enchanter. def ench, we need to get around 6 gear sets not like other classes where they just need dif ele wep, we need Ele wep, armor with ele xtal, add with ele, spec ele.
