The most effective path increase Holy Punch damage would be to add pure INT.
Why? Well INT adds 2 Atk and 4 Matk while using Magic Device. AGI only adds 2 Matk. So INT is the better option overall.
But I don't think basing everything off of Holy Punch is a good idea, it isn't a bad idea to include the skill though. The reason is combos. So the real thing you want to think about is what kind of build do you want to include Holy Punch? Knuckles user? Or Mage. Both have negatives with this skill though. Mage will do more damage with the skill because of INT but Knuckles will actually be in melee range to begin with.
DEX so far is completely unnecessary in order to hit stuff without missing for the most part. I have 0 DEX on my Knuckles user and don't have issues hitting stuff, I do miss occasionally though. This however could change in the future, but so could the availability of gear that adds to the Hit stat lol. If you are missing something a lot you really just need to level. Don't waste stat points on DEX when you could just actually get to the same level as the boss you are missing lol.

Heres the thing if your trying to make a brawler type build based around actual melee attacks and skills, yes int would add more overall damage for both matk and atk but the actual speed of the damage would fall short of a build built around agi which doesnt add as much matk but your aspd greatly increase so your regular attacks do way more damage. Magic is still effect even wall still knocks back its just not killing things in one shot but easily controls the area you are attacking from. Holy punch is a melee based attack so it benefits from agi probably more than int agi will also greatly increase mp regen so your not crippled trying to use charge skills with a int build also. Then theres also the gains in flee from agi on top of having a 6m attack range and using lets say wolf armor light version, having Gloria would soak up all that damage that bosses inflict regardless of evasion rate. So pretty much with brawler skills some support skills and then priest skills your going to output constant tumbles and flinches, can party heal, party def/mdef buff and also regen your own mp along the way while attacking. It would most likely be the most survivable build in the game.

I should mention that I was testing my lvl 10 hardhit damage versus my lvl6 holy punch and they were doing the same if not the holy punch was doing a bit more usually. Thats with a pure agi build which clearly shows that holy punch gains a great deal of damage from your base melee damage. I figure its a punch so I tested it against another punch type skill and its doing more damage at a lower level so that promising.
