does melee+% to boss is better than just melee+% ?
melee+% to elem<melee+%<melee+% to boss+%
is this right?

They're all the same actually. The reason why melee to boss seems stronger, is because the other bonuses are easier to obtain, and therefore get diluted easier.
Suppose you have 0% melee to element, and 0% melee to boss. In this case it wouldn't matter which of the two you decide to increase, a 1% boost in either of the stats will be a 1% overall damage boost nonetheless.
But in reality you can stack up to like 100% elemental bonus. So if we now have 100% melee to element and 0% melee to boss, 1% melee to boss would still equal a 1% damage increase, while an additional 1% melee to element would only result in 0.5% more damage. (1% of 200% is 0.5%)
The same logic applies to regular melee% and melee to boss%: investing in the bonus of which you have the least provides you with the highest damage increase. As for melee to boss being better than regular melee, that's only in the scenario of having more melee% than melee to boss% (which often is the case)
At the end it's all about tweaking the parameters in the equation: Melee multiplier = (100% + melee to element%) x (100% + melee%) x (100% + melee to boss%)

For basic physical dmg multiplier, there is like 5 of them i guess which is atk%, c.dmg%, melee to element%, melee% and melee to boss%. Having a balanced ratio of each of them will gives u the best dmg.
Basically its like this
3k raw atk x 5% melee x 15% melee to boss (5:15)
Will lose to
3k raw atk x 10% meele x 10% melee to boss (10:10)
