Short answer to the question is difference in ATK and MATK between @250 and @300 weapons both refined to +9 without any ATK/MATK+%: 1.83 x (300 - 250) = 92

I tested this with Saint's Scripture+8 @300 and Freesia Rod+8 @251. Raw values after removing all MATK+% and ATK+% (including those given by the weapons): Tested on bish:
SS @300: ATK 1038 MATK 3925
FR @251: ATK 957 MATK 3810 ATK difference: 81 MATK difference: 115
Tested on ninja: SS @300: ATK 2426 MATK 630
FR @251: ATK 2345 MATK 543
ATK difference: 81 MATK difference: 87
The results are different for MATK probably because of bishop passives, I don't know. These are both +8 though so really I compared @300 x 1.66 =498 and @251 x 1.66 = 416. The difference a gets a little higher with +9 refinement because then you would compare @300 x 1.83 = 549 and @251 x 1.83 = 459. Also of course all +% ATK/MATK makes the realistic difference higher. -
edit: x2nd I forgot to try to look that up At least the formula holds up, difference between @498 and @416 is 82, some wrong rounding and you get 81. For some reason I didn't think it was that simple haha. MATK should be the same but I probably made some mistake, close enough. So as for ATK the formula is the same ATK = {[sum((Complete Xn - 1) × Yn)) + (Weapon ATK)] + Flat ATK Values} x [1 + Percentual ATK Values], where Xn=stat giving ATK, Yn=amount of ATK per stat -
Easy calculation for the difference in ATK between two weapons with same amount of ATK+% (should be the same for MATK using MATK+%) is
(1 + All ATK+%) x [(Weapon A ATK) x (Weapon A Refine) - (Weapon B ATK) x (Weapon B Refine)] or if refinement is the same,
(1 + All ATK+%) x Refine x (Weapon A ATK - Weapon B ATK) +0 1

Thers a big gap if compared between atk 250 and 300. For me 290 atk still can be good compared to atk 300 but maybe in a very little difference after dmg multiplication.
Max atk weapon (no sr) is ridiculously expensive. I dont recommend u to get max atk on weapon unless if u can afford it.
