JP Wiki tells something about some lottery connected with this item (you can get White Luna (Sword), Colon Badge, Colon Hat)

the beast fang is unccommon (very hard drop) fom punklin (the rock dresed mob with mohauk hairstile) and the strong metal from pelta at the irae fortress. bless guys

"Small HP&MP up by Lv" becomes "HP&MP up by Lv". The bonus is higher
